In the course of the Passover seder, four cups of wine are drunk, and a benediction is recited each time. This cup is one of four separate cups designed for this ritual, one for each of the blessings. The inscription is taken from the kabbalistic version of the Pesah haggadah, and refers to the the third cup of wine. Such specifically kabbalistic ritual objects for Pesah are exceedingly rare.
