Schwebel was born in Morgantown, West Virginia. After serving in the U.S. Army after WWII, he studied art history under Philip Guston at New York University. While in New York he was befriended by abstract expressionist Philip Guston. Because his training is in art history, Schwebel says, "all of my mentors are long dead: Rembrandt, Velasquez, Goya, Picasso."

Schwebel refers to himelf a recluse; because his studio is so remote, he uses photographs as models, or the mirror. His work has been exhibited at the Stephen Rosenberg Gallery in New York, the Tel Aviv Museum of Art, and the Israel Museum in Jerusalem.

Schwebel moved to Israel in 1963 and now lives in Jerusalem. His work is being featured in an exhibition at the Center for Jewish History in New York City late in the spring of 2000.
